About the Position

Water For People is currently recruiting for the position of Senior Manager – WASH Financing and Sustainability. The Senior Manager – WASH Financing and Sustainability supports Water For People’s Country Programs and Strategic Advisory Services (SAS). The position will have various collaborating partners all focused on improving WASH service sustainability. This includes human capacity building, business model and rate tools, monitoring and evaluation, and financing needed by the local service authorities and service providers. Typical work products include development and improvement of largely excel Excel-based tools, delivery of in-person and online trainings, and development of guidance documents, technical reports, and manuals. The Senior Manager – WASH Financing and Sustainability will work with both Country Program teams, SAS project teams, and select external partners to further our strategy and replicate and scale our Everyone Forever model. Priority external partners at the national level include those collaborating with Agenda For Change. This position must demonstrate technical and WASH sector expertise, trust and teamwork in all aspects of Water For People business; provide exceptional internal and external leadership and customer service; and communicate in an open and honest manner.

ESSENTIAL JOB FUNCTIONS & DUTIES:

Global Programs Support

  • Improve and contextualize life-cycle costing tools such as AtWhatCost (our system-level life-cycle costing tool for tariff calculation), Direct Support Costs (our district-level direct support costing tool), and Asset Analysis (our district-level asset costing tool)
  • Create new tools, as necessary, to enhance understanding of life-cycle costing for WASH service provision
  • Strategize with and support Country Programs and local government partners to develop multi-year district investment plans that tie all costing elements into one summary
  • Lead implementation of annual exercise to understand capital costs and timeframes to reach Everyone in 40+ districts in nine countries
  • Support Country Programs with strategies to socialize and earn approval of sustainable tariffs for water service provision at local and national levels
  • Lead implementation and improvement of Water For People’s Sustainable Services Checklist, our primary tool for monitoring annual progress towards water service sustainability (Forever)
  • Collaborate and support our Monitoring and Evaluation team with analysis of annual service provider data, which is a critical component of the Sustainable Services Checklist
  • Work directly with Regional Directors and Country Directors to set priorities for Forever based on annual monitoring results and provide guidance and support for annual Reflection Sessions and Forever workshops
  • Understand the different funding sources available at national and local level for WASH services and identify ways in which increased investment could be directed to local operations, through public, private, or user fees
  • Support Country Programs with collaborations with national government regulatory agencies to design water rate schemes for rural, peri-urban, and/or urban water service provision
  • Perform assessments and develop tools to assess the capacity of various WASH institutions, including District WASH offices, water utilities, and private operators
  • Support documentation and learnings of successes and challenges in sustainability with focus on financial modeling for small utilities and identify opportunities to leverage those learnings for sector influence
  • Support efforts to build district WASH capacity to lead annual monitoring of service levels
  • Support and collaborate with other specialists on the Program Quality team
  • Collaborate with the Chief of Scale and Strategy to strengthen goals for Scale and Global Leadership within our district and national programs
  • Provide support to other organizations within Agenda For Change

Strategic Advisory Services Support

  • Build government and organizational capacity for understanding the costs and revenue streams for service delivery; potentially involving work outside the nine Water For People operating countries
  • Provide project technical support for SAS projects that includes research, data and technical analysis, and writing of technical reports in support of SAS projects
  • Develop strategic partnerships for teaming agreements in support of SAS contracts
  • Look for ways to increase our impact aligned with our mission using SAS service offerings
  • Help organize and write proposals for SAS work

Additional Country Support - Sustainable Services

  • Respond to ad hoc requests and support requests relating to water service delivery
  • Support documentation and information sharing between Country Programs
  • Support curriculum development for ongoing trainings and Forever workshops
  • Review Reflection Reports, biannual reports, and operational plans to evaluate and guide progress towards the Sustainable Services Checklists

Donor Liaison and Fundraising Support

  • Support Business Development team with programmatic information as needed, including sharing new contacts made through conferences and influence work
  • Support identification of key partners and development of proposals for specific initiatives for furthering influence, global leadership, and scale

External Communication

  • Provide organizational leadership and external voice to communicate the varied experience of Water For People through contributing to external publications and speaking events, and understanding the breadth of our work as it relates to Forever
  • Communicate successes and challenges externally with progress towards sustainability to the sector
  • Collaborate with Marketing and Communications department when communicating to broader audiences as needed
  • Represent Water For People and present at key sector conferences

QUALIFICATIONS, KNOWLEDGE, & SKILLS:

  • Bachelor’s Degree in relevant field (engineering, international development, etc.) with preference for Master’s Degree, or equivalent work experience
  • 7 years of progressively responsible and relevant experience in water, sanitation, and hygiene or similar field, with at least 5 years of low- or middle- income country field experience designing and implementing programs
  • Have extensive knowledge of on-the-ground experience with water and sanitation solutions, preferably in the area of life-cycle costing for water service provision
  • Ability to handle rapid changes in a fast-paced, global environment and respond to new business requirements through the innovative implementation of best business practices. Work with a diverse global team of business professionals and water and sanitation technologists
  • Ability to influence through engagement rather than through direct authority
  • Ability to write, compile and/or edit academic journal-quality documents
  • High level of attention to detail, self-motivated, and a team player; highly numerate
  • Proficient in Word and advanced in Excel
  • Excellent communication skills, both written and oral presentation
  • Experience in relationship management, with internal/external partners and institutional donors
  • Experience in a multi-cultural setting
  • Oral and written English and Spanish fluency required, French fluency preferred

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

  • Ability to travel at least 25% of the time domestically and internationally to low- and middle-income countries
  • Open office environment
  • This position is based at Water For People Headquarters in Denver, Colorado
